AH to Senator W. H. Story, Parliament House, Melbourne, 18 September 1914, p.7 (pp1-18 is a back and forth from people involved) - the Special Magistrate, Mr KEats, charged her for taking a declaration 'a sum of 10/-' - eventually Keats agreed to return the money.
p.12-13, AH to J.T. Keats, Special Magistrate, Wallaroo. 10 Sept. 1914: Keats had defended fee because of admin involved. Mr Glynn believes 'the lot should be considered to meant hat no fees are payable for the certificate or itn relation to any matters connected with the obtaining of a certificate... Your goodness is doing the clerical work connected with the filling up of forms on behalf of more or less ignorant applicants is appreciated, but you will recognise that much work is voluntary and cannot be demanded of you. It is the duty of applicants to fill in the forms, and if out of kindess you assist them to do so that is purely an act of goodwill on your part.'
